Atty. Oilie Haulo has extensive experience in corporate and commercial law, mergers and acquisitions, privatization and public–private partnerships (PPPs), taxation, government regulatory compliance, competition and antitrust, and public policy. His multidisciplinary training as a lawyer, certified public accountant, APMG Certified PPP Professional (CP3P©), and real estate professional provides him with a strong analytical and financial foundation in structuring transactions and resolving regulatory issues.

In his various positions both in the public and private sectors, he advised on complex legal and commercial transactions. He provided legal and policy support on the privatization and disposal of government assets, as well as PPP projects and board matters of government-owned and controlled corporations (GOCCs). He was a member of various inter-agency technical working groups, including the Implementing Rules and Regulations Committee of the Public-Private Partnership Code of the Philippines. He contributed to the formulation of policy on fiscal and corporate governance.

Earlier in his career, he practiced with top law firms in the Philippines, handling corporate transactions, tax litigation, estate planning, and special projects for leading corporations and high-net-worth clients.

Atty. Haulo is also a faculty member at De La Salle University, teaching courses in Competition Law, Sales, Leases, and Taxation.

He earned his Master of Laws (LL.M.) with a Certificate in Business Administration from Northwestern Pritzker School of Law (Chicago, USA) and IE University (Madrid, Spain), graduating with honors and as a recipient of the IE University Scholarship and the Government Staff Development Program for Competition Law and Policy. He ranked first in his Juris Doctor class at De La Salle University–Tañada-Diokno School of Law, where he also earned a Certificate of Specialization in Business Law, and holds a Bachelor of Science in Accountancy from De La Salle University–Manila (Honorable Mention).
